the health service.

The Department has a significant leadership role in relation to the
State?s response to Covid-**Apply on the website**, providing
relevant advice, guidance, policy and legislative proposals for
Government on the required public health measures to address the
impact of the pandemic on society. Reporting to the Secretary General,
the Head of Health Service Employment and Industrial Relations Policy
will lead on the implementation of Government policy on employee
numbers, pay, pensions and terms and conditions within the HSE and
within the agencies, which come under the remit of the Department of
Health.

The role involves leading the Department?s interface with the
Department of Public Expenditure and Reform and the HSE on workforce
matters, working together with health service employers on industrial
relations matters relating to health service employees. The person
appointed will have responsibility for internal Department of Health
finance matters and will also work closely with the Department?s
finance and evaluation function to understand and manage cost dynamics
within the wider health sector so as to plan, monitor and control
expenditure and support improved productivity.

They will also act as the strategic architect of human resource and
industrial relations strategy and policy for the future healthcare
environment. The successful candidate will have:
? Significant senior level strategic and operational leadership and
management experience and the ability to drive major HR initiatives
and the ability to motivate and develop a range of staff based upon
shared commitment to delivering results;
? Excellent judgment and creative problem-solving skills, including
negotiation, relationship management and conflict resolution skills;
? An ability to think and act strategically in the leadership of a
HR and IR policy function across a complex organisational and economic
environment;
? Familiarity with Government financial and accounting systems and
procedures or the ability to quickly familiarise oneself with same;
? A clear understanding of, or the capacity to quickly develop a
clear understanding of, the administrative and organisational
environment in which the Department operates, including key interfaces
between the Department?s activities and those of Government, the
HSE, other health State agencies and wider economic and social actors;

? Strong knowledge of and interest in current economic and fiscal
challenges and familiarity with the policy context and current issues
connected with Ireland?s health system. This is a Top Level
